COTABATO CITY โ A Catholic bishop has expressed concern over the alleged lack of transparency surrounding the proposed joint venture between the South Cotabato Electric Cooperative (SOCOTECO II) and a consortium led by tycoon Enrique Razon and boxing icon and former senator Emmanuel โMannyโ Pacquiao.
