CAGAYAN DE ORO CITY — Civil society groups launched on Wednesday the Philippine Truth and Reconciliation Commission, an independent, civilian-led body to investigate and document extrajudicial killings tied to the government’s “war on drugs.” The truth commission will start with cases during the administration of former President Rodrigo Duterte, who is now facing trial for crimes against humanity related to his bloody drug war before the International Criminal Court.
