MANILA, Philippines—The Commission on Audit (COA) has filed four new fraud audit reports detailing what it described as “rampant irregularities” in flood control projects across Bulacan, the latest in a fast-growing list of ghost and anomalous public works uncovered in the province this year. In a statement released Friday, COA said the new findings involve over P297 million in contracts implemented by the Department of Public Works and Highways (DPWH)–Bulacan 1st District Engineering Office and awarded to Wawao Builders and SYMS Construction & Trading.
