CEBU CITY, Philippines — The Cebu City Council has given Mayor Nestor Archival 30 days to submit a transition plan that would move the city away from using the South Road Properties (SRP) as a garbage dumping and staging area. The directive emerged during Tuesday’s regular session of the council after Councilor Joel Garganera delivered a privilege speech questioning the city’s handling of the garbage crisis nearly five months after the deadly Binaliw trash slide that killed 36 people.
