MANILA, Philippines — Detained Sen. Jinggoy Estrada has rejected the quorum of a slim majority as declared by Senate President Pro Tempore Sherwin Gatchalian. Currently, there are 24 elected senators, but Estrada was jailed at the New Quezon City jail in Barangay Payatas over his plunder case, while Sen. Ronald “Bato” dela Rosa is still in hiding to evade the International Criminal Court arrest warrant issued against him.
