MANILA, Philippines — Sen. Francis “Chiz” Escudero showed up at Wednesday’s plenary session amid an alleged boycott by his allies in the 13-member majority bloc. The Senate failed to convene in the past two days, with Senate President Alan Peter Cayetano and other ranking Senate officials absent to call the session to order.
