MANILA, Philippines — A witness confirmed during Wednesday’s Sandiganbayan hearing that around P700 million was allegedly delivered to the office of Brice Hernandez, a former Department of Public Works and Highways (DPWH) assistant district engineer in Bulacan. Allen Torrecampo, the aide of SYMS contractor Sally Santos, made the revelation before the antigraft court malversation trial of former Sen.
