MANILA, Philippines — The House of Representatives on Tuesday passed on final reading a bill declaring Sept. 11 a special non-working holiday to mark the birth anniversary of former President Ferdinand Marcos Sr., the dictator whose two-decade rule left the country in economic and political disarray. With 218 lawmakers voting in favor, four against and two abstaining, the House floor approved House Bill No. 9216 setting every Sept. 11 as the “President Ferdinand Edralin Marcos Day” in the northern province of Ilocos Norte, the Marcos family’s bailiwick.
