CAGAYAN DE ORO CITY — The International Criminal Court (ICC) Appeals Chamber’s denial of former President Rodrigo Duterte’s interim release has been hailed by the Union of Peoples’ Lawyers in Mindanao (UPLM) as a victory for drug war victims.
