CEBU CITY, Philippines — Banks, stores, government offices, and other establishments cannot legally reject a valid National ID, whether it comes in physical, digital, or paper form. Cardholders who encounter refusal can file a complaint and trigger an investigation that may lead to penalties of up to P500,000. The Philippine Statistics Authority (PSA) in Central Visayas issued the reminder after reports surfaced of some establishments refusing to honor digital National IDs and paper-based ePhilIDs despite government directives requiring their acceptance.
