MANILA, Philippines – Allowing a fugitive lawmaker to participate via online channels in legislative proceedings sets a dangerous, unconstitutional double standard, lawyer Romulo Macalintal said Wednesday. Senator Ronald “Bato” dela Rosa again went into hiding after his brief appearance at the Senate last May 11 to vote for a change in Senate leadership.
