MANILA, Philippines — If former Cavite Rep. Francisco โKikoโ Barzaga was expelled for his disruptive and disorderly behavior, Kamanggagawa party-list Rep. Elijah San Fernando asked why other lawmakers who exhibited the same traits โ or did worse โ were not removed from their posts. In a statement on Wednesday, San Fernando defended his decision to oppose the recommendations from the House of Representativesโ committee on ethics and privileges, which asked for Barzagaโs expulsion.
